For this, and any other Wacky Writing Ideas, I happily release them into the wild for anyone to use. If you like the idea and want to write it up, do so with my blessing! Fantasy novels have always focused on the people going on quests. There are a variety of tropes about this, from the chosen one to the reluctant hero to the damsel in distress. For these, the story is (rightfully) about the character striding out into the world to confront challenges, overcome adversity, and win the day.
This story idea is about a nobleman (or other patron) who is the one who sends these adventures off on their quests. It’s about his machinations, with the quests themselves taking place in the background, the noble politics, why the adventurers are being sent on these quests, and the impact of their outcome.
There could be a wide variety of agents who get sent on quests. Convincing them to undertake these missions, equipping them, rewarding them, and applying the proceeds from the quests. In theory, it could be a LitRPG where mechanics of the heroes and magic items play a role.
The quests probably wouldn’t all be of the “stop the apocalypse” or “defeat the dark lord variety”. Most would be more of the “remove the bandits operating in this area” or “get the dragon to leave this mountain” variety.
